Mr. Steinkamp was raised in the St. Louis, Missouri metropolitan area, graduating from Kirkwood High School in 1963. He attended William Jewell College from which he received a B.A. degree in History in 1967. While at William Jewell, Mr. Steinkamp was involved in many athletic, campus and fraternity activities. Mr. Steinkamp was a member of the football team and earned three letters. He was President of the senior class and Vice President of his junior class. He served as No. I and IX of Alpha Delta Chapter of Kappa Alpha Order. He also served as a member of Student Senate and various college union committees. Upon graduation, he attended UMKC School of Law from which he received his Juris Doctor degree in 1971. During Law School, Mr. Steinkamp was editor-in-chief of the Law Review, a founding member of the Moot Court Board, a member of various Student Bar Association committees and a member of Bench and Robe. From 1971 through 1978, Mr. Steinkamp was affiliated with the law firm of Morris Foust Beckett, first as an associate and later as a partner. In 1978, he and Ted Beckett formed the law firm of Beckett & Steinkamp.

During his almost 20 years in private practice, Mr. Steinkamp practiced in the areas of business/corporate law, real estate law, tax law and franchising. He also represented clients in cases at all levels of courts, in Missouri and other states, as well as the US Supreme Court and the US Tax Court and other Federal Courts. In 1990, Mr. Steinkamp became corporate Secretary and General Counsel of Applebee’s International, Inc., positions he held (as well as being one of its Vice Presidents) until 2004 when he retired from active employment. From 2004 through 2006 he served as a consultant to Applebee’s. During his tenure with Applebee’s, it grew from a system of less than 100 restaurants to the world’s largest casual dining restaurant system with over 1,700 restaurants. In April 2005, Mr. Steinkamp was elected Mayor of Liberty, a position he held until April, 2009. In 2009, Mr. Steinkamp joined the law firm of Kirkland and Woods (now, Kirkland Woods & Martinsen PC) as “of counsel”. In 2001, Mr. Steinkamp was honored by his college, William Jewell College, by being chosen as an Achievement Day Honoree.

In the summer of 2011, the Clay County Commission appointed Mr. Steinkamp to the Clay County Senior Citizens Board. Mr. Steinkamp also serves on the Clay County Hillcrest Ministries Board and the Liberty Arts Foundation.
